Hugh S. Lee, chief engineer for the Bureau of Street Services in Los Angeles' Department of Public Works, has become the new chair of ASTM Committee F36 on Technology and Underground Utilities. Some 230 industry, government, and academia representatives comprise the committee, which has jurisdiction over nine standards that address various issues associated with the use, maintenance and design of underground utilities.
A California licensed civil engineer and structural engineer, Lee works on street improvements in his current position. His previous experience includes material research and design; tunneling, pipelines, wastewater treatment plant and highway bridge design; and construction management in various positions with the Los Angeles Department of Public Works.
Lee is a member of the American Institute of Steel Construction, the American Public Works Association, the American Society of Civil Engineers, and the City and County Engineers Association. He earned a B.S.C.E. in construction and an M.S.C.E. in construction management from the University of Southern California in Los Angeles.
