Julie Kilgore, principal and managing partner at Wasatch Environmental Inc. in Salt Lake City, Utah, has been appointed chair of ASTM International Committee E50 on Environmental Assessment, Risk Management and Corrective Action. The committee consists of approximately 800 members responsible for more than 35 standards that play a role in all aspects of commercial real estate transactions, corrective action, pollution prevention and beneficial use.
A resident of Sandy, Utah, Kilgore joined ASTM International in 1994. She has been a member of the ASTM board of directors since 2005, and is the current chair of the Finance and Audit Committee. She serves on several subcommittees within E50, and leads the task group responsible for developing E 1527-05, Practice for Environmental Site Assessments: Phase I Environmental Site Assessment Process. As a result of her expertise, the EPA appointed Kilgore as one of the environmental professional representatives on the regulatory negotiation Federal Advisory Committee to assist the EPA in developing the federal All Appropriate Inquiry regulation that ultimately adopted by reference ASTM E 1527-05.
During her nearly 20 years in the environmental industry, Kilgore has concentrated on facilitating business and environmental management relationships, and she has worked to instill business management principles into the environmental investigation, remediation and restoration field. She provides training, lectures and makes presentations to professional groups and regulatory agencies about the environmental site assessment process and related ASTM standards.
A graduate of Westminster College in Salt Lake City with a B.S. in environmental management, Kilgore received her M.B.A. from the University of Utah.
