George K. Chang, project manager at The Transtec Group in Austin, Texas, has received the Kummer Lecture Award from ASTM International Committee E17 on Vehicle - Pavement Systems. The committee honored Chang for his commitment and contributions to the advancement of vehicle - pavement systems and the development of standards.
Chang is a resident of Austin, Texas.
An ASTM International member since 2005, Chang is active in Committee E17 and its Subcommittee E17.33 on Methodology for Analyzing Pavement Roughness. In addition to ASTM, he is a member of the Association of Asphalt Paving Technologists (AAPT).
A graduate of the New Jersey Institute of Technology in Newark, N.J., where he received both a Ph.D. in civil engineering and an M.S. in environmental engineering, Chang worked as a technical vice president at Abatech Consulting Engineering in Blooming Glen, Pa., and a project manager at SWK Road and Airfield Engineering in Nottingham, England, before assuming his current position in 1998.
Chang's research has focused on pavement engineering, pavement mechanistic modeling, engineering software tool development and pavement roughness. He received a B.S. in agricultural engineering from National Taiwan University in Taiwan (R.O.C.) in 1986.
